Tourists *create* the problem by letting the locals get away with it. Ignorance or not caring about being ripped off leads to the locals expecting to get away with it - or just *expect* foreigners to pay more. Remember the two cyclo guys in Dhaka? They tried it on (and failed) as did the young lad in St Martin's Island. They just haven't had enough tourists to practice on yet! Pretty much what I said to Geoff. I don't ever remember getting ripped off like that when I was in Vietnam (granted 8 plus years ago) other than the taxi driver trying to over charge you then backing down to a more "normal" price. Guess it goes to show how mass tourism can jade the locals. Strange.
